Who at Spectrum Engineering manages project budgets?

Each project manager is responsible for their project's budget with review from the overall projects manager/contract administrator and top management.  The contracts administrator facilitates job cost reporting and works closely with the project managers.  The accounting system prompts the user when budgets are exceeded in a task, staff type, phase, or project basis.
