HCS Honored at 2011 NLC City Showcase

Scott Bowles, President of Spectrum Engineering, was asked by Mark Latham, the City Manager of Highland, IL, to represent him at the National League of Cities' Congress of Cities and Exposition held in Phoenix, Arizona in November.  The City Showcase is NLC's premier program celebrating city achievements.  Successful, creative programs from 24 cities and towns across the country are selected to be recognized for their accomplishments.
Highland Communications Services (HCS) was one of four infrastructure programs highlighted as a model for improving and maintaining their community's long-term vitality and prosperity with improved technology and communications systems.  HCS, the first municipally owned telecommunications company in Illinois, provides advanced fiber optic services, including voice, data and video, to the Highland community in order to better serve the needs of the local businesses and residents.  HCS was developed in response to overwhelming support from citizens to create a fiber-to-the-premises system.  The growing, enthusiastic organization strives to improve Highland's quality of life and strengthen business opportunities. 
Spectrum Engineering was instrumental in assisting Highland, IL with their fiber project from the business plan and negotiations to providing construction management, planning and design of the fiber routes.  As the representative for HCS, Scott had the opportunity to share with attendees Highland's and Spectrum's implementation strategies, successes, and lessons learned.
